Tell Area Development, Ostermundigen

Halter AG is planning the development of the Tell area on the Bernstrasse transport axis in collaboration with the municipality of Ostermundigen. As part of a competition process, OOS developed a proposal that combines architecture, landscape and community into a functional and spatial overall system. In the competition, the project was not able to prevail.

The focus is on structural densification, which enables a mix of residential, commercial and service uses. The requirement was for a high-quality urban planning, architectural and open space concept with high identification potential and social interaction. The outdoor space should act as a connecting element and impress with its diverse and inviting design.

The draft design pursues the vision of creating an attractive and liveable urban space with a high quality of life despite the high building density. Inspired by a ‘Hortus conclusus’, an enclosed garden in the immediate vicinity, the ‘Continui Hortus’ concept was developed. It connects three differently designed gardens with a promenade, which enables clear organisation and access throughout the area.

The public space and surrounding neighbourhoods are connected to the inner core of the site. The buildings are compact and feature efficient and flexible floor plans that allow for future changes in use. Different building typologies ensure architectural diversity and respond to varying requirements.

Along Bernstrasse, a building with arcades and conservatory layers offers space for smaller flats. The ground floor provides space for public use and commercial activities, which enliven the street space. The other buildings inside the area are more playfully arranged and form a transition to the adjacent rural residential area.

The timber construction architecture is simple in design. The materials are recyclable and contribute to a healthy indoor climate. Photovoltaic systems are part of the design expression. Green roofs and natural open space elements increase biodiversity and contribute to climate regulation.

The three distinctive gardens characterise the area. The ‘Hortus vivus’ forms a lively meeting place with seating steps, fountains and pavilion-like small buildings. The ‘Hortus ludi’ is a protected but well-connected sports and playground. The ‘Hortus catalogii’ offers a quiet retreat as a community garden.
